The Chief Judge of Niger State and Chairman, Niger State Judicial Service Commission (NJSC), Justice Halima Ibrahim Abdulmalik, has decried the failure of

APER is an annual evaluation procedure whereby employees’ work ethics, skills and capabilities are assessed for the suitability of promotion and training.

She explained that despite efforts made to fill the APER form, which is a fundamental requirement for promotion, many judicial staff in the state judicial system refused to do so. She stated, “It is a matter of public knowledge that there has been a drastic decline in the performance and productivity of judiciary staff.
