OTTAWA—The Correctional Service of Canada followed the rules when it moved Paul Bernardo, a serial child murderer and rapist, to a medium-security prison this spring, according to a new review of the decision that has sparked outrage and discussion over the line between rehabilitation and punishment for the most notorious criminals.
Released Thursday, the report concludes Bernardo’s transfer was “in compliance with the legal and policy frameworks” that govern the federal prison service. But the review acknowledges the agency could have done more to discuss this change with the families of the teenage girls Bernardo kidnapped, tortured and killed in southern Ontario in the early 1990s.
