“This is why I am proud to be a part of the 19th Congress that crafted and passed the New Agrarian Emancipation Act. It is indeed a ‘legacy legislation’ that will benefit not only the beneficiaries of the agrarian reform program but their families, their communities and the whole nation as well,” Romualdez said in a statement Monday, July 10.
According to Romualdez, RA No.11953 will allow farmers to set aside their hard-earned money for themselves and their families, instead of using it to pay for their CARP debts. Under the new law, the Department of Agrarian Reform will issue certificates of condonation in favor of ARBs, which shall be annotated on the Emancipation Patent or Certificate of Land Ownership Award , as the case may be.
