Glenman Corporation had sought to challenge the awarding of the €10 million contract by Galway City Council to complete the Garraí Beag Social Housing Scheme

When offers were invited for new tenders to complete the project, Glenman was excluded from the process.

The council said it would then not have these houses completed as planned by October 2024 and they make up a substantial proportion of the council’s 224 houses target for completion in 2024. In his decision rejecting Glenman’s application, Mr Justice Twomey said that while there is undoubtedly a pressing public interest in the provision of housing, it was important to observe that the law does not permit this court to refuse Glenman’s application on the grounds that there is a public interest in houses being built as soon as possible.
