The Justice Department launched an investigation into the Phoenix police in August 2021. Two years later, the city is still waiting for a report.

Both investigations were launched around the same time as Phoenix's, leaving city officials to wonder if Phoenix's report is imminent.

In March, the city launched a"financial research survey" seeking input on the"costs of a DOJ investigation and consent decree." The survey was sent to seven cities and the Maricopa County Sheriff's Office, which is currently under a lengthy, ongoing consent decree. Phoenix council members were told in May that city officials would continue researching consent decrees, independent monitors and further cost analyses. Phoenix police would also continue producing body-worn camera video"and replying to questions regarding the city's document production," city documents say.

For 16 months, the Justice Department tried to get access to body-worn camera footage from the Police Department but needed either a special security clearance, called Criminal Justice Information Security, or a contract to Evidence.com, city documents say.
