It has always struck me as ludicrous to impose fines on people who manifestly have nothing.

and according to to the 2017 Annual Homeless Assessment Report to Congress in US, over 60% of them are men! MRA

Awful! The judgements on the comment board here are either heartless or condescending towards homeless people.

Homelessness is GIVING UP ON ONESELF! Homeless people need a nice word, a hand, a minute or two somebody, to hear what they have to say... they are social individuals, in need of love!

'It has no place in a compassionate society' How on earth did you reach the conclusion that the UK, particularly England, is a compassionate society?

Vulnerable? They’re mentally ill.
