for staff to report back in July on running a pilot project allowing “responsible personal alcohol consumption” in some parks from Aug. 5 to Oct. 9.In the meantime, city staff will consult with councillors on whether they want a park-drinking test run in their ward — making it more likely that some wards will see pilot projects and some will not. Staff will provide a list of appropriate parks in each ward to assist that consultation, and it is not yet known which parks would participate.
Alcohol comes with harms and is the most dangerous drug in Canada, said Perks, who wanted to wait for the staff report before deciding if a pilot is the way to go. The fierce debate over the issue raised questions of equity — whether people across the city will have access to these parks and who might be subject to fines — and whether the parks in the trial run will become a magnet for irresponsible behaviour.
