“In 2017, at the start of this administration, our juvenile detention facilities were full,” Ogg said during a presentation Friday. “One of my goals as the district attorney…was to stop the school to prison pipeline where we could.”Some predominantly Black, high-needs HISD schools discipline nearly half of students, data shows

“We realized we were charging kids too much,” he said. “The system was broken. Seventy percent of all cases that were arrested and went through the court were misdemeanors and 30 percent were felonies. Our priorities were off.”
