A Bayonne man has been charged in an early morning fatal hit-and-run crash in Jersey City in March, Hudson County Prosecutor Esther Suarez said. Arley Ulloa, 25, was arrested Monday by members of the Hudson County Regional Collision Investigation Unit in the crash that killed 55-year-old Ralph Haynes of Jersey City on March 5. Ulloa is charged with one count of knowingly leaving the scene of a motor vehicle collision resulting in death, a second-degree offense.Authorities say Jersey City police were notified at 12:13 a.m. of a pedestrian struck in the area of Stegman and Garfield avenues.

The fatal crash that killed Haynes was the first of eight in the past two months in Hudson County. Overall, there have been nine fatal crashes in the county. Five have occurred in North Bergen and one each in Jersey City, Union City, Bayonne and Kearny.
