Published reports stated that the power outage took place at 1:05 a.m. on Labor Day. It resulted in delayed and cancelled flights that stranded thousands of passengers, mostly domestic travellers.
The CHR acknowledged that in compliance with this APBR, government agencies provided food, water, and health kits for the stranded, while airline companies offered refunds, travel funds, and free rebooking for their customers. Meralco’s assertion was not enough for Department of Transportation Secretary Jaime Bautista, who committed to further investigate the cause of the outage, the CHR said. The probe will be done in cooperation with the National Intelligence Coordinating Agency as they considered the possibility of sabotage, it said.
