It should be. The correctional system is based on hate and revenge.

'California’s first-ever surgeon general, Dr. Nadine Burke Harris...said the new model would allow health officials to move toward one focused on addressing early childhood trauma and preventing children from falling into incarceration in the first place.' Worth a good try.
