."Local law may not supplant Chapter 174's rule of decision by requiring an inconsistent compensation measurement."

In earlier pleadings, attorneys for the city also argued the pay standard itself, requiring cities to pay firefighters equally to their private counterparts, was unconstitutional because no such comparisons exist. That will allow the case regarding the contract stalemate to continue, and the two sides will return to trial court to decide the firefighters' pay dispute for 2017.

HPD negotiates their own contracts and union members pay dues and vote. HFD can do their own negotiations and stop trying to benefit from what HPD worked for. They may even do better.

Sounds about right, police have an infinitely harder job.
