Obviously the bar must be lowered. (Sarcasm).
Easy solutions: require the students to take 'standard courses commonly tested on the bar: evidence, secured transactions, bankruptcy, etc., instead of Muslim Law, Elder Law, Pet Law and other niche studies.

Knowing the laws and how they apply to the people of a state is a minimum requirement to be a lawyer in that state. Do you want an unqualified doctor to work on you? Law schools need a 90% pass rate or stop allowing them to teach law. Easy.
Should all judges, senior lawyers and everybody who works in this area take this test? Should the quality of justice be tested by the population? We know the state doesn't make justice, but only produces sentences, so that the assets can be tranferred to the winner.
