President Putin announced Russia would be suspending its involvement in New START - a nuclear arms control treaty with the United States - in a speech given on the one year anniversary of the war with Ukraine last week.
The State Duma unanimously adopted the law immediately after President Putin’s initial announcement on February 22.Any decision to resume the New START treaty in future must be made by the Russian head of state. It was due to expire it 2026, and US President Joe Biden had indicated Washington was ready to “expeditiously negotiate a new arms control framework to replace New START”.
