SINGAPORE — Disputing neighbours in some cases such as those involving noise will be required to go for mandatory mediation, with penalties imposed on them if they fail to show up, Second Minister for Law Edwin Tong said on Monday (Feb 27).

These plans are part of the Ministry of Law's efforts to improve the take-up of mediation among disputing neighbours at an early stage.

In some cases, disputes between neighbours may re-emerge even after being settled by the CMC, or new issues relating the original dispute could resurface. “Nonetheless, it is important to provide parties with that platform to seek an amicable resolution and it can still be highly effective in the hands of a good mediator with some public education,” said Mr Tong.Nonetheless, it is important to provide parties with that platform to seek an amicable resolution and it can still be highly effective in the hands of a good mediator with some public education.

To give mediation more standing and teeth, MinLaw will also create a mechanism for settlement agreements mediated by the CMC to be registered and enforced as a CDRT order, provided certain conditions are met, said Mr Tong,To support efforts to make mediation more accessible to the community, Mr Tong said that the CMC has begun to increase the number of mediators on its panel of accredited community mediators.
