(A fifth judge wrote concurring reasons.) “These deleterious effects far outweigh any speculative benefits that the measure might bring about.”​ Hard to understand how this lasted as long as it did as it appeared grossly unconstitutional. I wasn’t any less a Canadian citizen after living 5 years outside Canada.
