Dale Culver was raised in Moricetown in northwestern B.C.
The Independent Investigations Office of B.C., which investigated Culver's death, has said RCMP were called to the 1000 block of Central Street West after reports of a man "casing vehicles."

The contract for the policing British Columbia is signed by a commissioner who's a fraud. It's a bad faith deal all around. We can all see the R.C.M.P. need to be disbanded, but the alternative in BC is worse. Without lawful oversight, both organizations are criminal gangs.
