U.S. District Court Judge Larry Burns ruled the 2021 law did not violate gun owners' rights under the Second Amendment

A San Diego federal judge upheld a state law that allows the state to disclose some personal information of registered gun owners to research institutions, dismissing a lawsuit from gun owners who said the law violated their gun-owning rights and violates their privacy.

But Burns concluded that the fears were unwarranted. He noted that as a condition of getting the data researchers have to adhere to robust data security protection rules set by the FBI and Department of Justice. Even without those, he said it was “dubious” that a speculative claim of hacking and getting the data amounted to an infringement on Second Amendment rights.
