Regina had the highest rate, with 68.5 victims per 100,000 people . Saskatoon was third with a rate of 46.7 victims per 100,000 people . In second place was Winnipeg, with 56.9 victims per 100,000 people. “I think that one of the challenges is that the solution that might fix one aspect of that problem might not necessarily affect the other two elements. I think we have to step back and look at these three challenges in different ways and look at different solutions to these three different problems,” Ruddell said.
