For generations, Utah has been subsidizing the cost of water with property taxes. Without seeing the actual cost of what they use, there is no incentive for water consumers to conserve, writes Gehrke.

Utah Third District Judge Dianna Gibson also ruled the Legislature did not act improperly when it changed voter-approved anti-gerrymandering law.

In March, a coalition that includes the League of Women Voters of Utah, Mormon Women for Ethical Government and several individual votersadopted by the Utah Legislature last year violated the Utah Constitution.
