Human Rights Watch criticises timing of FA World Cup statement: ‘FIFA and federations have abdicated responsibility’Human Rights Watch has criticised the timing of the FA’s human rights statement ahead of the upcomingWhile Human Rights Watch “welcome” the public stance, it claims both the FA and other associations have “abdicated their responsibility until the final moments”.

The FA were one of nine European nations — alongside Netherlands, Belgium, Denmark, France, Germany, Norway, Sweden, Switzerland and Wales —Same-sex sexual activity is criminalised in Qatar under the Penal Code 2004. Both men and women can face a maximum penalty of seven years’ imprisonment. The FA has also announced it will invite migrant workers to England’s training base in Al Wakrah, and is calling for any injury or death related to any construction project to be compensated. It also supports the construction of a migrant workers centre.

Minky Worden, director of global initiatives at Human Rights Watch, told The Athletic: “We’ve engaged with football federations over a number of years, some since 2015, and written to all qualifying associations.“However, abuses have been evident all along, and in some cases have escalated. “The English FA statement is welcome — but late. Eight weeks ahead of the World Cup, after 12 years of abuses, associations are speaking out. Like the labour reforms in Qatar, it’s too late to help many migrant workers.
