Rauner was unrepentant. He also was not alone in his indifference about the need for an absolute divide between public duty and his private investment interests. Pritzker pledged to sell investments in companies doing business with the state before he took office. And on the occasion his trust might invest in companies with state contracts, Pritzker pledged to make charitable contributions to match any profits from those shares.A report this week by my organization, the Better Government Association, revealed the complexities that have emerged in Pritzker’s case.

Pritzker actually made matters worse, in the eyes of many experts, when he implied early this year that he doesn’t even read the annual financial disclosure forms before signing them. What’s the point of disclosure if the governor doesn’t even read what he’s signing?Illinois has no law governing the establishment of blind trusts for public officials. But 10 states do have laws or other regulations, according to a review published by the National Council of State Legislatures.
