So exactly which problem is the bill address. The issue is not holding political office, the problem is these positions are political appointment/so called cadre deployment. Holding pol office or not, these are appointed by thier political masters and thus dance to thier tune.
Selbybok So, the thinking is that once MYANC cadres have been deployed to positions they do not qualify for, they will leave their political positions, that's it? No ways. They will simply be an invisible hand still meddling in the party's internal factional battles.
