New laws don't mean 'Jack Shit'. If 'WhatsApp' is based in the USA, and can legally be accessed via an I-Phone or Andrioid by anyone in Oz, then WhatsApp is protected under US Law, not Australian Law. The only way is ban it via the Telco's.
