WASHINGTON — Capitol Hill Democrats including Houston Rep. Lizzie Fletcher are pushing federal legislation to keep interstate travel for abortions legal, as...

In Texas, a group of conservative lawmakersto Dallas law firm Sidley Austin for offering to pay for employee’s travel out-of-state for an abortion. The lawmakers argued the company was violating statutes enacted in 1925.

However, travel is not directly mentioned in the Constitution and Rebouché said it’s a relatively undeveloped area of the law. Rebouché said this provision could create a “reverse chilling effect,” discouraging people from filing lawsuits against abortion providers. “It is important for people to have a way to respond to the harassment that they are receiving at this time and can anticipate receiving into the future if people do interfere with their right to travel,” Fletcher said.
