Why doesn't Baltimore clean up their public school system? 90% of students cannot read, write, or do math at their grade level. Several students are serioulsy illiterate in these failing schools.

Why doesn’t Baltimore put their money where their mouth is and let taxpayers vote in wether non taxpayers and non citizens should have access. Make it democratic majority rule since democrats hate electoral colleges and such.
