“New York’s proper-cause requirement violates the Fourteenth Amendment by preventing law-abiding citizens with ordinary self-defense needs from exercising their Second Amendment right to keep and bear arms in public for self-defense.”“Shocking, absolutely shocking, that they have taken away our rights to have reasonable restrictions,” the Democrat told reporters.
The limited proposals don’t go as far as reforms called for by Biden, such as an all-out ban on assault rifles.But Chris Murphy, the senator leading negotiations for Democrats, hailed the bill as the “most significant piece of anti-gun violence legislation in nearly 30 years”.
