Chief Justice Raymond Zondo has recommended that the Hawks reconsider a resumption of the criminal investigations involving former State Security Agency director general Arthur Fraser relating to the controversial covert Principal Agent Network project.

Zondo said that Dlomo, in his capacity as the head of the Special Operations Unit, “handled a lot of cash. In many respects, the use and destination of the monies remained obscure.”
