This is the first time that the Philippines will serve in the commission.

THE Philippines won a seat in the Commission on the Limits of the Continental Shelf , a panel of the United Nations Convention on the Law of the Sea tasked to facilitate the establishment of the outer limits of the continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured.

Carandang is one of the country's most eminently qualified technical experts, with strong quality management credentials for the CLCS. Foreign Affairs Secretary Teodoro Locsin Jr. said Carandang is the Philippines' 'foremost authority on the technical intricacies of the law of the sea.''He is one of the very best in the world,' Locsin said.The election of the Philippines promotes the principles of rotation, inclusion and representation among Unclos States Parties.
