Bill S-211, also called the Modern Slavery Act, was introduced originally introduced in the Senate by Sen. Julie Miville-Dechêne last year and championed by Liberal MP John McKay, who is responsible for its original version. It was sent to committee after second reading Wednesday.
Similar versions of the private member’s bill have failed previously, but it now appears well on its way to becoming law, enjoying broad support in Parliament. Entities would be required to detail their supply chains and what due diligence is being employed to ensure forced and child labour are not present in them. It includes fines of up to $250,000 for breaching the act.
Shortly after the bill was sent to committee, federal Labour Minister Seamus O’Regan said on social media the intent is to strengthen it. O’Regan called the proposed act a “first step” to counter forced labour in supply chains.
