THE Senate and the House of Representatives were prodded to frontload final passage of a tougher gun law providing stiffer penalties against “indiscriminate firing of guns.”
As crafted, the bill, titled “An Act Penalizing Willful and Indiscriminate Discharge of Firearms” aims to amend Republic Act 3815, known as the Revised Penal Code . The bill also seeks to transfer the act of discharging firearms from the purview of “Alarms and Scandal” provision of the RPC to the level of “more serious offense” of Discharge of Firearms under Article 254, which carries a stiffer penalty of arresto mayor in its maximum period or six months of imprisonment.
