Good move. But I think free sanitary pad is a direct competition with free condom. Condom is useful for both boys and girls because it prevents unwanted pregnancy (which affect females more), diseases, children we cannot care for etc.
Who padding help? Please give out free condoms and avoid exponential population growth.
