Yeah, it's the fault of the police, not the wee pricks wandering about England pretending they're in Crenshaw or Watts substituting guns for knives. Poverty can make ghettos, and a need for cohesive groups, but projection of gangs as a lifestyle is nothing to do with the cops.

There is a reason these young black men are part of this matrix, they are involved in crime. End of story

The point is to eradicate the gangs. Anything that impedes that imperative isn't fit for purpose in its current form and must be changed or removed.
