New data shows Melbourne drivers are racking up millions in late penalties on toll fines, with a major road operator asking for more freedom to withdraw fines.

New data shows unpaid toll fines in Melbourne are leading to millions of dollars in late penalties, with legal groups warning planned reforms do not go far enough to protect the vulnerable Victorians.Community legal centres are calling for a more forgiving fines system for vulnerable VictoriansRoad operator Transurban has asked for more freedom to withdraw fines

"Transurban does not want to see customers experiencing hardship have their situation worsen and we do everything we can to support these vulnerable customers manage their toll payments," a Transurban spokesperson said. Community legal centres say many clients with unpaid toll fines are already experiencing financial difficulties, making repayment virtually impossible.

Repeated failure to pay a toll fine results in increased late fees and eventually the possibility of an infringement notice from Victoria Police, which carries a $182 fine per each day of travel.

The so called experts need to revamp the bloody tolls to make it affordable for people to travel on these roads.

Why are police even involved? When you use the toll road you are agreeing to pay the owner of the road, this is a civil agreement and failure to pay is a civil issue and police should not be used as debt collectors. Make the toll company chase it own money and end criminalisation

Road tolls? Sure. We shouldn't be paying any road tolls. Period. Tolls were initially put in place by governments to cover the cost of a road - then the toll was lifted. Enter privatisation? 80% of toll roads are privately owned meaning someone somewhere is getting very rich.

Transurban does financial apartheid. They only accept Credit Card Payments, not Debit Cards. So half population locked out of paying toll on the day or online.

Can't afford tolls? Don't drive there
