Opposition leaders, journalists, and commentators in Rwanda are being persecuted by judicial authorities for their speeches and opinions, intensifying a culture of intolerance towards dissent, a human rights group has said.

Human Rights Watch says Rwanda's oppressive laws are violating the right to freedom of speech. Activists say the government is trying to instil fear ahead of the 2024 elections.

"They take one word, and they create a crime for you," an anonymous YouTuber told HRW."Here, the problem is talking the truth. If you do, they go after you."In the past decade, YouTube has emerged as the last virtual frontier for voicing dissent on national issues after print media and then radio stations became strictly monitored by Rwandan authorities.

The Rwandan judiciary ruled that by presenting himself as a journalist without accreditation, Niyonsenga misled the public and committed a crime of forgery. Freedom of expression is guaranteed by Rwanda's constitution, but there are restrictions based on public orders and good morals, among others. HRW said it believes that the judiciary helps exploit such"ill-defined restrictions" to curtail freedom of expression.

One, Victoire Ingabire, was released from jail by presidential pardon in 2018 while serving a 15-year sentence for"genocide denial" and"conspiracy against the government through terrorism" – charges she has always denied.
