& maybe a simple way to see if a criminal was actually borderline Overdosing on drugs.. might be a test you want to administer ON THE SPOT !? (But sadly, they'd be sued by the criminals for doing so)
What they should do is when they have someone of interest they should give them an engraved invitation to stop by the police station and talk with a criminal service representative, share a meal and see how the police department can best assist that perp
It's clear that no one EVER watched this trial...if Udid, you would see the MAJOR issues with Chavin being convicted...he's not a likable person, but based on all the evidence including the noted reactions of ppl who take drugs, pass out, then come back and attack, it's political
