Federal judges have often fought off attempts by Congress to impose ethics or accountability rules. Lawmakers are making a new run at it now.

Chief Justice John Roberts wasn’t pleased as lawmakers briefed him and other senior judges about a sweeping judicial-accountability bill they had just introduced.

In a wood-paneled conference room at the Supreme Court, Chief Justice Roberts said he had “serious constitutional concerns” about the 2018 House legislation, according to attendees. The room fell quiet.
