“We further highlight that death sentences must not be carried out on persons with serious psychosocial and intellectual disabilities.”

Singapore — Mr Umej Bhatia, the ambassador to the United Nations in Geneva, responded to an appeal from special UN rapporteurs who asked for a stay of execution of convicted Malaysian drug trafficker Nagaenthran Dharmalingam.

They added the additional concern that the past 11 years on death row “reportedly caused further deterioration of his mental health.” The Court of Appeal found that this was the working of a criminal mind… a deliberate, purposeful, and calculated decision on Nagaenthran’s part to take the chance,” the Ambassador added.
