"If [QPS] officers had responded to the incident … first … it is likely neither of the deaths would have occurred," she said. They followed protocol by assigning paramedics to park near the scene for more than half an hour for police to arrive.However, the call-out was rated as non-urgent by the Townsville police communications centre.
