PC Harper was dragged to his death by a getaway car in August 2019. Three teenagers were jailed for between 13 and 16 years for his manslaughter.She said she would pursue the change "until Harper's Law is written in the history books".PC Harper married his childhood sweetheart Lissie four weeks before he was killed
