KUALA LUMPUR, July 15 — Consortium Zenith-Beijing Urban Construction Group was chosen to lead the RM6.3 billion Penang undersea tunnel and roads project after it outscored seven other companies through an open tender process, several months after it had “lobbied” the Penang state government in 2011, the Sessions Court heard today.
Stating explicitly, Hock Seng added the tender briefing was conducted on November 29, 2011 and December 14, 2011 at Menara Komtar, Penang. According to Hock Seng, the eight aforementioned companies were China State Construction Engineering Corporation Ltd & VST Cemerlang Sdn Bhd, Setia Precast Sdn Bhd, ECK Construction Sdn Bhd, Gamuda Berhad, Zambina Wawasan Sdn Bhd, IJM-CRGL Joint Ventures, Consortium Zenith BUCG Juteras & Sri Tinggi Joint Ventures and WCT-Daewoo Joint Ventures.
“Subsequently, the State Tender Board also agreed to appoint CZBUCG after the company obtained the highest score in the overall technical and financial assessment. Furthermore, Hock Seng also told the court earlier that several state government officials, namely Penang City Council representative Rajendran Anthony, Seberang Perai Municipal Council representative Syukri Said, Works Department representative Mohamad Hassan and State Economic Planning Unit representatives Muhamad Azrai Mohamad Zaini — met CZBUCG representatives on one occasion in July 2011, to discuss the preparations of RPF documents.
