Karapatan has urged the CHR to withhold clearances for the retirement of former counterinsurgency task force spokesperson Lt. Gen. Antonio Parlade Jr., who is facing several complaints over Red-tagging allegations. | NikkaINQ

She noted that Parlade, as NTF-Elcac spokesperson, “peddled dangerous and deadly lies” against the organization, human rights advocates, actors, church leaders and journalists.

Aside from Karapatan, the National Union of Peoples’ Lawyers has also filed an administrative complaint against Parlade. Palabay cited the CHR Citizen’s Handbook that the agency issues clearance after verifying government records, among others, that the client has no record of human rights violations, with record of such violation or with pending resolution of human rights violation.
