The Department of Environment and Natural Resources is pushing for the passage of a law that will pave the way for the creation of a watershed management council for every watershed in the country.

The council will help oversee the agencies in charge of a specific intervention for the watershed, according to Alica Castillo, chief of the DENR Watershed Ecosystem Management Section. .

[Translation: We will not be able to do our activities or interventions if we don’t have a management council. Let's say we only have DENR, only the portion with mandate can be done. For example, DPWH should do the job, but without the council the activities cannot be implemented.] [Translation: We all know that the DENR has a limited budget, but if such law exists there will be an allotted budget for the watershed management council. For example, if DPWH has a flooding problem, we will prioritize that because that is what the council will recommend and there will be an allotted fund.]
