The 12-track album includes several previous releases, as well as samples from human rights champions Father Albert Alejo and the late Jose W. Diokno.

True to form, the band takes a stand against fascism and comments on the country's socio-political state over 12 tracks – including previous releases"Bagong Bayani" ,"Diktador" , and"Inosenteng Bala" and"Salita" .

In the new album, Dicta License brings a more marked neo-soul sound to their signature grunge/rap style. The album includes a track that samples"Sanayan lang ang pagpatay," a poem by Father Albert Alejo, the Jesuit priest who has received death threats and was charged with sedition after openly criticizing the Duterte administration.

Another track samples a speech by the late human rights lawyer and senator Jose W. Diokno. His famous speech,"A nation for our children" was delivered in 1984, as he tried to bring the opposition together against the fascist regime of Ferdinand Marcos.Pagbigkas was recorded throughout quarantine, and was produced by Jorel Corpus. It is their second full album, following 2005's
