The approval by the governor to set up the judicial panel followed the directive of the National Economic Council for state governments to set up judicial panel of inquiry in their states to investigate abuses by the Special Anti-Robbery Squad and various police brutalities across the country, which led to End SARS protests in parts of the country.
Members of the panel were drawn from civil society organizations ; Nigerian Union of Journalists ; women lawyers association; National Human Rights Commission, Bauchi State Office; Jama’atul Nasirul Islam ; Christian Association of Nigeria ; National Council of Women Society and National Youth Council of Nigeria, among others.
