Former Philippine Health Insurance Corporation president and chief executive officer Ricardo Morales and eight other officials face a criminal complaint before the Office of the Ombudsman over alleged irregularities in the implementation of the Interim Reimbursement Mechanism , said Department of Justice Secretary Menardo Guevarra on Friday, Oct. 2.
Guevarra identified those who have been named as respondents in the complaint as Morales and eight other PhilHealth officials, namely, Executive Vice President and Chief Operating Officer Arnel de Jesus; Senior Vice President Renato Limsiaco Jr.; Senior Vice President Israel Francis Pargas; Vice President Gregorio Rulloda; Imelda Trinidad de Vera; Lolita Tuliao; Gemma Sibucao; and Lailani Padua.
In its report, Task Force PhilHealth recommended the filing of criminal complaints for violating the Anti-Graft and Corrupt Practices Act against Morales, De Jesus, Limsiaco, Pargas as well as Officer in Charge Calixto Gabuya Jr.; and Division Chief Bobby Crisostomo.
