WASHINGTON—A judge on Wednesday blocked the execution of a federal inmate whose lawyers say he suffers from dementia and other mental disorders, setting the stage for another legal showdown ahead of what is scheduled to be the federal government’s second execution this week after a nearly 20-year hiatus on the practice.

The Justice Department immediately appealed the order from U.S. District Judge Tanya Chutkan, which said Wesley Ira Purkey’s lawyers had shown evidence that he lacks the mental capacity to understand why he...The Supreme Court’s five-member conservative majority ruled that the first federal executions since 2003 can proceed. Daniel Lewis Lee was put to death Tuesday morning, with two more executions scheduled.
