Dr Ong Hean Teik was slapped with a RM1,000 fine for challenging the authorities on the second day of the MCO.
Magistrate Jamaliah Abd Manap meted out the fine after Dr Ong pleaded guilty to the charge of going to City Park along Jalan Persiaran Quarry at 4.45pm on March 19 without a valid reason as required under Rule 3 Prevention of Control of Infectious Diseases Regulations 2020.The separate charge under the Penal Code for obstructing a public servant from discharging his duty at the same place at about 6pm on the same day was dropped.DPP Yazid Mustaqim Roslan prosecuted the case.
It was reported that on March 19, Penang Island City Council enforcement officers had spotted a man jogging at City Park and had advised him to go home to observe the MCO. The man questioned if the government and its officers were aware that the MCO was to prevent crowding and not to force people to stay indoors.
He was caught in a four-minute video clip arguing with the council workers that the MCO was not an indoor curfew.
