No it should not. There must be some way that applications must by law be neutral of race, so that only objective qualities are used to make a decision.

Law covers employers discriminating against certain groups,including race. To address the problem FA should start a sponsorship prog, where they pay clubs to take “apprentice” coaches on to allow them to develop! Clubs have too much money invested to risk a unproven coach

The law cannot enforce private hiring based on social labels. That's not how you use the law. At least not in a fundamentally liberal State.

People won’t care if a player is pink with green spots as long as they are successful. Why should it matter what race they are as long as they bring success to a club?
Surely it should be the best person for the job who gets it, regardless of skin colour/ gender/ethnicity/religious beliefs etc.

Surely you can't make it law If you haven't got the applicants in the first place Maybe taking people on their skills and experience would be more fitting If I have 7 applications and 2 are woefully inadequate, I'm lot going to hire them based on demographics alive
these requests to have black affirmative action are actually quite racist. i am not a racist, but just wanted to make that point. the next thing we will have is the department of black affairs. what we need is education of white people.

It should not be about color.. It should be about ability to handle club Dynamics. After all managers sign black players if they are worth it.
What a load of shit. Clubs care about winning and that comes from recruiting the best players and staff, they don’t discriminate against black players so why would it be suggested they do for black coaches and managers?
Imagine of there's not enough black coaches for all the clubs. Do they just employ any black person? Or do they get fined, for not be able to employ, someone they're compelled to employ?
Then let the government buy all the clubs from private owners because at the end of the day, everyone has the right to hire who ever he/she want of his/her property, isn't?
