Sen. Tim Scott explains how GOP's police reform bill leverages funding to 'compel' change

"Too often we're having a discussion in this nation: Are you supporting law enforcement or communities of color? This is a false binary choice," Scott told reporters on Wednesday."The answer to the question is, 'I support America. You support America.' It is not a binary choice. This legislation encompasses that spirit."

On"This Week," Scott told ABC News Chief White House Correspondent Jonathan Karl that he disagreed with an online magazine that characterized the potential monetary withholdings in his legislation as similar to what"defund the police" supporters are seeking, but argued that -- unlike the House bill -- the leveraging of federal funding could lead to changes in jurisdictions in which Congress cannot enforce mandates."We all want to ban chokeholds.

"We are in a position that says, in order to get the law enforcement agencies to improve their data collection, to improve their training, to improve the deescalation of situations and the duty to intervene. We use resources from the federal level to compel or coerce local behavior," he added. Despite Democrats, including Senate Minority Leader Chuck Schumer, D-N.Y., raising concerns about the scope of the bill, Senate Majority Leader Mitch McConnell, R-Ky., pledged he would fast-track the legislation and attempt to begin debate on the bill this coming week.
